The report explores the economic impacts of taking proactive measures on drought risk management. It clarifies how to properly account for the costs and benefits of proactive action, allowing for a deeper comprehension of comparing the advantages of action versus the costs of inaction.

The publication sets out a framework to guide decision-making on investments in proactive drought management. It proposes a two-tier evaluation of proactive measures, first assessing their economic feasibility, and then prioritizing the economically viable options.

An e-learning module format of the report is also available.
